Former Chicago Public Schools Security Chief Jadine Chou Joins PAX Group as Partner

Chou, who previously served as the Chief of Safety and Security for Chicago Public Schools (CPS), brings a wealth of experience in transformative safety strategies, crisis management and community engagement.

With a background in chemical engineering and corporate branding at Fortune 500 companies such as Kraft and AT&T, Chou pivoted to a career in public service, where she made an indelible mark on public safety. Her leadership in both Chicago Public Schools (CPS) and the Chicago Housing Authority (CHA) under four different mayors reflects a legacy of innovation, coalition-building, and measurable safety improvements that have changed thousands of lives.

In her new role at PAX Group, Chou will leverage her expertise to create comprehensive safety solutions for public service agencies, school systems, corporations, and nonprofit organizations. Her strategic approach aligns law enforcement, community leaders, and safety officers to build sustainable and effective safety programs. All of her work builds trust within organizations because it brings together all the important voices into the process that are needed to guarantee success – including parents and students in schools and vital community groups in tackling large-scale issues within cities today.

During her 14-year tenure at CPS, Chou led groundbreaking initiatives that dramatically reshaped school safety policies, fostering a more restorative and student-centered approach.

Under her leadership:

  • Out-of-school suspensions decreased by 79 percent

  • Police notifications dropped by 68 percent

  • Programs like Safe Passage, Choose to Change, and Back to Our Future significantly reduced delinquency rates and improved student safety

Her work played a pivotal role in disrupting the school-to-prison pipeline, replacing punitive discipline with restorative justice practices and proactive safety measures that created stronger, safer, and more supportive school environments.
