Trained as a chemical engineer, Jadine Chou, launched her career in corporate branding with Fortune 500 companies such as Kraft and AT&T. But the call to make a societal impact led her into a life of service, most recently as the head of safety for the Chicago Public Schools and, prior to that, the Chicago Housing Authority, in all serving under four different mayors.


School Safety Services

  • This solution guides school districts through a transformative process towards sustainable school safety outcomes. School districts will learn how to adopt a holistic safety framework that encompasses three pillars of school safety:

    • Physical Safety—administrators understand how best to prevent and respond to threats of violence, neighborhood incidents, and emergencies to keep students and staff safe

    • Emotional Safety—administrators, staff, and students feel safe to express emotions, are comfortable in their environment, feel secure about taking risks, and are challenged to try new things

    • Relational Trust—interpersonal relationships among administrators, students, teachers, and staff are built on mutual trust. 

    This process is intended to promote proactive approaches that are designed to support all students and staff in a safe and healthy school environment.

  • Around the country, school districts are seeing traveling to school as one of the most significant emerging risks to school safety for children. 

    This solution will help school leaders launch and scale a comprehensive safety program to help students travel to and from school safely. 

    Solutions will be customized to the needs and situations of each community, but will consider one or more of the following strategies to launch or enhance existing school capabilities:

    • Community-based safety monitors (i.e., Safe Passage)

    • Crossing guards

    • Parent volunteers

    • Morning drop-off/afternoon pick-up protocol

    • Partnerships with local law enforcement

    • Partnerships with local transit operators.

  • This solution will help guide schools on how to gain a deeper understanding of student needs in the area of school safety using a student-centered approach, especially in the area of optimizing the use of school-based security staff.

    • The process begins with a combination of qualitative and quantitative research approaches to collect student and staff sentiments around current and desired future states of security staffing roles and responsibilities.

    • Using these findings, we will develop and deliver a customized training curriculum that meets the needs of your school community. 

    • This process will also include a “continuous improvement” plan to ensure that the school district is measuring outcomes in order to identify and implement opportunities to improve.

  • As school districts review their partnership with their local law enforcement agency, it is important to find common ground while clearly defining the expectations around the roles and responsibilities between both parties. 

    This process will build upon the existing foundation between the two agencies. From there, the solution will seek to further facilitate important considerations including, but not limited to how to: 

    • Strengthen trust and relationship building

    • Identify and assign critical procedures and responses based on the needs of the district, including threat assessments

    • Establish information-sharing agreements and protocols

    • Optimize School Resource Officer programs that define police presence inside of school buildings. 

    The final roles and responsibilities can be incorporated into an inter-agency agreement or memorandum of understanding to promote mutual accountability.

  • Evidence-based programs have demonstrated that there are solutions to preventing the tragic violence that has impacted young people in their communities. 

    This solution will help school leaders identify their school community’s challenges and implement positive youth development programs to support students from high-risk situations using a holistic approach. 

    Solutions will be customized to the needs and situations of each community, but will consider one or more of the following strategies: 

    • Connection to Tier 3 interventions, including mentoring programs shown to reduce the likelihood of arrests by 50%

    • Connection to re-engagement programs to address fundamental barriers and return disengaged students to schools with sustainable results.

  • Research shows that restorative practices can lead to a reduction in adverse student misconduct and improved student outcomes. 

    This solution will help school leaders incorporate a restorative practices model into their existing school safety approach. 

    Solutions will be customized to the needs and situations of each community, but will consider one or more of the following strategies: 

    • Training on restorative practices ranging from restorative fundamentals to peace circle certification

    • Community engagement at all levels (students, parents, staff, and administration) in order to build "hearts and minds" commitment to this approach. 

    • This process will also include a "continuous improvement" plan to ensure that the school district is measuring outcomes in order to identify and implement opportunities to

    • Threat Assessment Protocols

    • School Safety Audits

    • School Climate Audits

    • Crisis Response Protocols

    • Sex Abuse Prevention Strategies

    • Community Engagement Strategies
